Talking Points - How can we help without creating more bureaucracy and larger government?
The Family Support Act for Persons with Disabilities does not create a new bureaucracy. It enables the Department of Public Welfare to pilot a program within its existing structure. It doesn't place additional burdens on the system, but rather maintains the responsibility on families to shape the services they need, thereby keeping administrative costs down while maximizing family control.
The legislation protects the families in existing programs by requiring that its funds are not used to displace benefits, entitlements or resources available under other programs.
It recognizes the fiscal limits of state funding by piloting the program and promoting the use of available federal funding. It does not create entitlement funding, but rather directs the Department to seek federal funding for this pilot program.
