History of our Employment Programs
1992 Choice Access Project
National UCPA Demonstration Grant from the Reauthorization of the Rehabilitation Act of 1992. Using a customer driven process using a voucher based model that was designed to promote customer’s buying and controlling how their public dollars were spent on them towards employment opportunities in their community. This project aimed towards individual with significant disabilities that were considered “unemployable” within their state Vocational Rehabilitation agency.
1996 Rehabilitation Renaissance Project
Developed from the Choice Access Project, this project’s goal was to implement a customer driven process within the state’s vocational rehabilitation system on a statewide approach. This was done by training vocational rehabilitation counselors and outside service providers
1998 One Stop to Success Project
The purpose of this grant is to assist people with significant disabilities an opportunity for gainful employment through the One Stop Shop (Detroit’s Work Place).
2000 Benefit Planning Assistance and Outreach (BPA&O) Project
Nationwide project authorized under the Ticket to Work & Work Incentives Improvement Act of 1999 through the Social Security Administration. This project was to educate SSA beneficiaries on the many work incentives that can be used when they become employed
2001 Personal Empowerment to Access Choice in Employment (PEACE) Project
is a project designed to assist individuals with the most significant barriers in obtaining employment. PEACE involves a collaborative effort between Michigan Department of Career Development/Michigan Rehabilitation Services, UCP/Detroit, Detroit’s Work Place, Jewish Vocational Services and Great Lakes Center for Independent Living. In addition to assisting MDCD/MRS customers in obtaining employment, the project will also assist customers in accessing services available at Detroit’s Work Place. This effort is a direct result of the Workforce Investment Act ensuring full community access to One Stop Centers.
2002 Customized Employment Project
In 2003 UCP/Detroit partnered with Goodwill Industries of Greater Detroit and the City of Detroit Workforce Development Department in implementing the Customized Employment Project funded by the Department of Labor-Office of Disability and Employment Policy. Through the Customized Employment Project the goal is to build capacity at local One-Stop Centers and allows an opportunity for the City of Detroit to review policies and practices for serving people with disabilities and to create new innovative ways for people with disabilities to access One-Stop services and employment opportunities.
2006 Work Incentive Planning and Assistance (WIPA) Project
The ultimate goal is to assist Social Security Administration (SSA) beneficiaries with disabilities succeed in their return to work efforts. This will help achieve a substantial increase in the number of beneficiaries with disabilities to return to work and achieve greater self-sufficiency.
